Janne Lindgren and Jörgen Persson from the Swedish Transport Administration briefed on safety on the scooter. Janne who coordinates the National Snowmobile Council told of how the Council works with safety and Jorgen told us about how they have worked together in a structured way with actors in motorcycle and scooter range.
Janne Lindgren began by talking about the National Snowmobile Council's work. As a basis for the Council's priorities of security measures and activities include summaries of all fatal snowmobile involved between 1974 and 2006.
Two doctors (Mats Ostrom and Anders Eriksson) at the Department of Community Medicine at Umeå University conducted direct net a study for the years 1999-2006. direct net It shows that on average 12 people died in accidents involving snowmobiles each year. Most fatal accidents occurred on the evening and at night on Fridays, Saturdays and holidays. The two most common causes of death was blunt trauma and drowning. The most common contributing direct net causes of the accidents were alcohol (60%) and high speed (53%). Doctors had any suggestions on preventive measures that could have saved a number of those killed: flotation suit, helmet, cell phone and warm clothing.
What makes the National Snowmobile Council to increase safety on snowmobile? Here is a selection of activities: Information Signs of snowmobile trail passes over the road Field trials of alcohol ignition interlocks on snowmobile Movie about snowmobiling and avalanches Diploma System for snowmobile rental company direct net Standard on snowmobile trails (design and labeling) direct net
Janne finished direct net with some trends that worry: It is sold very "sports and mountain scooters", with powerful engines and great powder snow properties. There are "crazy" movies on Youtube, etc. The percentage of avalanche accidents with snowmobiles in the U.S. / Canada is increasing. The police do not have enough resources to monitor snowmobile traffic in a good enough way.
... Some trends that soothes: The attitude to alcohol and snowmobiling seems to be changing, especially among young people. The awareness of mountain safety and the need for preventive avalanche safety appears to be increasing among young snowmobile drivers. There is good floatation on the market. Helmet use is high.
Jörgen Persson told of how the process of developing direct net the joint strategy "Increased safety direct net for motorcycle and moped." direct net The strategy was developed by a working group comprised of representatives from Moped and Motorcycle Industry Association, the National Society for Road Safety, the National Police, Local Authorities and Regions, Sweden Motorcyclists, TFF, Transport Agency and the Swedish Transport Administration.
Jorgen showed a lot of statistics and facts about the motorcycle, and found that there are a lot of similarities between motorcycle and snowmobile. He stressed the importance of basing the selection of measures on the facts and restore the facts, and to identify knowledge gaps.
Jörgen ended by talking about a systematic actor and action-oriented collaboration called "OLA", where O stands for Objective facts, L for Solutions and A Intentions. During an OLA process collects appropriate players in a field three times and go through the three steps - OLA.
Some examples of the OLA collaborations and what they led to: Moped OLA - Registration and licenses for all types of mopeds being investigated, the insurance companies do not provide reimbursement for trim. The industry declines participation in grooming. MC-OLA - Height age 21-24 for heavy MC. "Sporthoj.com" with 17,000 active members participating. Honda before the ABS systems on almost all MC. Slip-OLA - Requirements for electronic stability control widespread direct net adoption of the players - 25 of the top 25 best-selling car models are equipped with electronic stability control.
National Snowmobile Council direct net will discuss this further. It will come back with a proposal. Possibly it will be an invitation to a "snowmobile OLA" in 2012. Already exists interest, particularly from snöfordonsleverantörerna to participate, and the issue has been discussed internally within the Council direct net by the participating organizations. direct net
